Perhaps, but it's a threat that each web administrator needs to defend against, not the government as a whole. If a bank's website is unable to operate due to a botnet, the bank should get greater net security, as it seems they did in Estonia.

Living in Estonia myself. Although I've heard something about a cyber attack from Russia (during the riot) but nothing much, then this news really took me by surprise. Maybe I'm too much of a cellar-rat but hey, maybe it's just me.
